All mayor changes are announced right on the loader page and usually also by ingame message. To read older news you can always scroll down through the news section on the left side of the goalunited loader page.
Small adjustments and bugfixes are sometimes announced by system news. You can see them on the right side of the loader page. System news usually are removed after a short period of time to keep this area clean for the future.
